Several institutions and organisations raise concerns and proclaim their outrage at the Language Bill adopted by the Ukrainian Parliament in September. 

In September 2017, the Ukrainian Parliament passed the Law of Ukraine on Education.  Article 7 of the Law severely violates and restricts the right of representatives of national minorities to education in their native languages. As under the Ukrainian legislation, Transcarpathian Hungarians are not indigenous peoples but belong to national minorities, the relevant part of the article 7 in their case is the following:  “Children belonging to ethnic minorities in the Ukraine are guaranteed the right to get preschool and primary education in their mother tongue besides the Ukrainian language “. By grade five, the act does not guarantee that the minority language shall be the language of instruction; students will not be able to pursue education in their native languages once they move to the intermediary and high school levels. The act only guarantees the possibility of minority language teaching in higher grades. With the new law, comprehensive, secondary education or schools in the languages of ethnic minorities will no longer exist.

Not only Hungary raised concerns and expressed its outrage at the law; Romania, Russia, the High Commissioner on National Minorities of the Organization for Security and Co-operation in Europe (OSCE) also condemned the Act. In its final declaration of 9 November, the Hungarian Diaspora Council also expressed its solidarity with Hungarians living in the Ukraine, and the Hungarian Standing Conference acted in the same way a day later.

The Institute for Hungarian Language Strategy objects to the new Ukrainian Language Law, which seriously infringes the human, educational and language rights of indigenous Hungarians living in the Transcarpathian region of the Ukraine, undermines the European norms and values by restricting the rights of the minorities and violates the Ukrainian constitution.
